This is a leadership position requiring a strong combination of technical understanding, execution monitoring, operational discipline, analytical skills and stakeholder management.

The ideal candidate should be capable of managing projects at a portfolio level, establishing effective reporting systems, identifying deviations early and ensuring that project teams deliver against agreed timelines, budgets, quality standards and client expectations.

Key Responsibilities

A. Project Planning, Monitoring \& Delivery

  • Oversee multiple civil construction projects from planning and mobilization through execution, monitoring, handover and closeout.
  • Review project schedules, construction methodologies, milestones, drawings, specifications and approved project plans.
  • Monitor planned versus actual progress and identify delays, critical path issues and execution bottlenecks.
  • Ensure that project managers, site engineers, consultants and contractors work in alignment with approved project objectives.
  • Conduct periodic site visits and project reviews to validate progress, quality and compliance.
  • Drive timely resolution of technical issues, pending approvals, resource constraints and project dependencies.
  • Ensure adherence to project scope, contractual requirements, quality standards and agreed delivery timelines.

B. Multi-Project Operations Management

  • Manage the overall performance of multiple ongoing projects and provide consolidated visibility to senior management.
  • Establish standardized project review processes, operating procedures, reporting formats and escalation mechanisms.
  • Ensure effective coordination between client representatives, contractors, consultants, planning, procurement, billing and quality teams.
  • Monitor manpower deployment, resource utilization, contractor performance and operational efficiency.
  • Identify recurring project challenges and implement corrective and preventive measures.
  • Establish clear responsibilities, deliverables, review frequencies and accountability across project teams.
  • Ensure timely closure of action items, pending decisions and critical escalations.

C. MIS, Reporting \& Project Controls

  • Develop and implement a structured MIS and reporting framework for all projects.
  • Review daily, weekly and monthly progress reports and consolidated management dashboards.

  • Client decisions, action items and closure timelines.
  • Prepare concise management presentations highlighting project status, key deviations, risks and decisions required.
  • Ensure that all project reports are accurate, consistent, timely and supported by verifiable data.
  • Maintain project trackers, risk registers, decision logs, action trackers and documentation records.
  • Use reporting insights to recommend timely corrective actions rather than merely documenting project status.

D. Client \& Stakeholder Management

  • Serve as a key coordination point between the client, contractors, consultants and internal project teams.
  • Lead periodic project review meetings and present progress, challenges, risks and mitigation plans.
  • Manage client expectations through transparent communication and realistic completion forecasts.
  • Ensure timely follow-up on drawings, technical submittals, material approvals, RFIs and other project dependencies.
  • Resolve stakeholder conflicts and escalate critical matters with clear recommendations.
  • Maintain strong professional relationships while protecting the client's project objectives and contractual interests.

E. Cost, Commercial \& Contract Management

  • Monitor project budgets, cost variations, change orders and potential cost overruns.
  • Review BOQs, quantity variations, contractor bills, RA bills and progress-linked payment documentation, as applicable to the PMC scope.
  • Coordinate with commercial, billing and finance teams for budget tracking and cost reporting.
  • Monitor contractual milestones, scope changes, extension-of-time issues and potential claims.
  • Ensure that variations and additional works are appropriately documented and approved.
  • Identify cost and schedule risks and recommend suitable mitigation measures.
